How does FRWRD bill for wastewater services?
For customers within Elgin and South Elgin, fees for wastewater treatment by FRWRD, are billed on the combined water and sewer bill sent out by the municipality. FRWRD bills for service based on metered water usage. For customers that wish to see the fees charged by FRWRD on their combined water and sewer bill, FRWRD services are identified as “sewer treatment” on the City of Elgin bills and “sewer” on the Village of South Elgin bills.

Credit Meter Program
Some customers have separate water meters for water used in landscaping and for swimming pools. These customers can enroll in the District’s credit meter program. In the credit meter program, water usage through the separate meter is deducted from the sewer treatment portion of the utility bill. Note the customer pays all costs for purchase and installation of the credit meter and must notify FRWRD for reading the meter. Information about the program and the customer’s agreement for the program are found below.
